Nationalisation: a dynamic process

CELOG plays an important role in encouraging and qualifying the national industry

Facilitating the Technical Processes of Nationalisation (TPN) of the Air Force Logistics Centre (CELOG) is the primary function of FUNCATE, in support of this science and technology institution linked to the Brazilian Air Force (FAB). The nationalisation of aeronautical equipment used by the Air Force Command fleet of aircraft is a highly advantageous activity, in that it allows the reduction of costs and delivery times.

The nationalisation processes developed by CELOG play an important role in encouraging and qualifying the national industry. Once the methodology and technology for the production of the piece of equipment is retrieved, production is transferred to the industrial sector.

It is important to note that "nationalisation" is not a simple replacement of a foreign product with a comparable product found in the domestic market. Nationalisation is a dynamic process that aims to resupply material, carefully involving the following stages:

•    Preliminary study of necessity, of the technical, economic and legal feasibility of manufacturing a product in Brazil that is similar to an imported product;
•    Research into the form and composition of the original model and preparation of a project;
•    Identification and selection of an Air Force Organisation or qualified company to implement the project;
•    Manufacture of the item according to the requirements established;
•    Quality inspection of the manufactured item, performed by a trained team, qualified in Quality Control activities;
•    Approval and implementation of the item into the Air Force Supply System; and
•    Qualification for the use of the product developed in the aircraft and monitoring of its behaviour throughout its life cycle.

Created in 2004, CELOG is a military organisation of the Brazilian Air Force (FAB), whose primary task is to manage the procurement process and the nationalisation of aeronautical materials in order to ensure continuity and quality of the logistical support necessary to maintain the operation the FAB fleet of aircraft.

CELOG's mission: 

- To standardise, implement, monitor and supervise the logistics activities of demand, purchasing, receiving, distribution of material and the contracting of services required for their preparation and use by the FAB, especially those related to the maintenance and use of aircraft and aerospace engines and their support equipment;
- To develop actions alongside the Industrial Fostering and Coordination Institute (IFI), at the Aerospace Technical Centre (CTA), in order to continue the aircraft equipment manufacturing projects, the validation and approval of military hardware and of aerospace equipment for military use;
- To carry out the activities necessary to control quality and the performance analysis of aerospace and military equipment of interest to the Brazilian Air Force;
- To identify and register the producers and suppliers of aerospace and military equipment, as well as those with the potential installed for these activities, aiming at supply and national mobilisation; and
- To carry out the activities necessary for the nationalisation of aerospace and military equipment, so as to ensure the operation and employment of the aircraft of the Brazilian Air Force, their components, accessories and equipment.
